Can't found app "Manage Production Supply Areas"

Hello experts, We encountered an issue in scope item 3DV during the preliminary step where we need to create a Control Cycle. To create the Control Cycle, we must input a Supply Area, but it is not available on our test system. We wanted to create Supply area but we were unable to find the app „Manage Production Supply Area“.

The prerequisite for this step is “Maintain production Supply Area - MDS (3KS)” from the Warehouse Management Setup Guide.docx (Public).

When we open the 3KS his Business condition we can see that prerequisite is 40D that is used for creating Supply area. Create Warehouse Master Data for Production Supply (3KS) 

And when we open 40D to Create Production Supply area there is mention of APP “Manage production Supply Area” but we can’t find the app on our system. Create Production Supply Area (40D) | SAP Help Portal

Although we found a note about hidden applications in the SAP Fiori launchpad, we still haven’t located the desired application.

Could you please assist us in finding the Manage Production Supply Areas app so that we can proceed with creating the Supply Area? Thank you in advance for your help. Best regards,

The app is available with the assignment of the business catalog SAP_SCM_BC_KNBN_CTRLC_MGMT_MC 

Please check in the Business Catalog app if SAP_SCM_BC_KNBN_CTRLC_MGMT_MC appears

If not , then you need to active one of the scope items below

1E3 Material Replenishment with Kanban - External Procurement
4B3 Material Replenishment with Kanban - In-House Production
4B4 Material Replenishment with Kanban - Stock Transfer

unfortunately these scope items are not available for our country version (Croatia). How can we proceed further?
