Generally you'll get an SR053 error in cases where you are trying to transfer a partner via the CIF but the partner identifier/value is in an internally assigned number range rather than an externally assigned number range. In TM, navigate to SPRO -> Cross-Application Components -> SAP Business Partner -> Business Partner -> Basic Settings -> Number Ranges and Groupings. Here, check to make sure you have an appropriate external number range created and assigned, then run the CIF model again.

Is this message so incorrect in English language in your SAP or did you use a internet translator to get such garbage?
In a ERP system you could just use SE16N for table T100 and display the message with message class SR and message number 053 in other languages.
This message should actually mean Business Partner 0000100563: No creation possible with external number
the word "Anlage" in this context stands for "creation" and not for plant.
