BAPI or FM to add item to outbound delivery reference to sales order?

Dear Experts,

We want to add many line items to exist outbound delivery with reference to sales order. We try many BAPI or FM, such as: BAPI_OUTB_DELIVERY_CHANGE or WS_DELIVERY_UPDATE. still can not meat our requirement. Please help,thank you so much.
