Authorization as validation on VF04

Dear Guru,

Can we add validation from VF04?

Sample:
User have a object roles Sales Org "ABC" and Shipping Point "1234" and Delivery Order Doc have a LIKP - VKORG = ABC and LIKP - VSTEL = 1234

Scenario:
User want to create Billing in VF04 with a Individual Billing Document or Collective Billing Document or Collective Billing Doc./Online,

My Plan is Program logic read Object Roles first then Read the Delivery Order Doc. If the information from both matches, generate Billing Document when user klik Individual Billing Document or Collective Billing Document or Collective Billing Doc./Online

but if the information from both doesn't match, Billing not generated and error messages appears "No Authorization for this Sales Org and Shipping Point"
