To those of you who have begun the conversion from APO to IBP, or who are starting from scratch in IBP, how are you handling new CVCs (i.e. key creations)?
For example, if there is a new Product / Customer / Location combination needed to input consensus dmd qty, all of the master data types would need to be updated to allow input and a record would need to exist already for the key figure?

First of all, IBP terminology for your case is called as the Planning Level initialization or Planning Object Creation. I have used several ways to create Planning Objects in IBP.
One of the most prominent method is to use Customer Source Master Data with Attribute as Keyfigure Feature. We got a custom attribute(lets say zinitprodloccust) with data type decimal(18,6) added to Customer Source MD. We used that attribute in the planning area with Attribute as Keyfigure Feature without specifying from/to periods.(Base Planning level should be non-periodic).
Then We use copy operators to copy the initprodloccust keyfigure into the required (custom created) stored keyfigures that are used for initializations.
Idea behind the initialization is to know where the automated planning object creation is required. If we aren't going to have any stored keyfigure that will be feeded by user for a specific level, you don't need to initialize that level. But if user's are going to feed the values for any keyfigures, then we should initialize the planning level.
Using the AAK feature with the copy operator as I suggested above is the best deal for your situation.
