I have been searching the documentation for embedded TM 1909 but I have not found if there is a license required for the advanced shipping functionalities in embedded TM.If someone has any information,kindly share.

This comment refers to 1709 and as it says in your picture that after 1709, all features will be part of the Professional shipping, so I am a bit confused, are all components already available post 1709 OE version or ?
