Adding own check steps in the check rule engine for FSCM credit management

We need to include the check for the next review date in S4 HANA which was previously available in the credit checks of OVA8 in ECC. We are planning to include this check on the Resubmission date field but i'm not able to create new check steps in my custom check rule that I have created. In the place where we define check steps if I click on new entries enter a new individual step number as 900 it says "Entry 900 not present in the UKM_CHECK_STEP table"

Also there is no maintenance view available to define the check steps, kindly guide me.
