The actual requirement is, the inspection lot quantity created during EWM GR happening and moved to S4 core for usage decision is to be included in the available stock in MD04 in S4 core and also the inspection lot should not display in the MD04.

I think I have the same issue, note 1649698 isn't solving the issue because we use decentralized warehouse. The stock in quality and QM batches aren't taken into account by MRP and the customization recommended in that note is not possible to implement since it is causing a management conflict (SAP message M7460). In OVZ9, stock in quality is activated though so MRP should take those quantities to cover requirements but instead, new planned orders are created and stocks in quality are ignored.
