When trying to act as a user ,  if I add any catalog item to the cart in Guided buying , I do not see the checkout button. Instead a message is displayed "You are not authorized to buy. Contact your administrator." Is there any way , I can successfully create a Purchase requisition while acting as another user . The user does have there required groups ( like purchasing user etc. ).

I found the note 3180259 which explains the behaviour :

Cause

A user was acting as the Purchasing User to create a requisition.  This is not allowed in Guided Buying production and test environments.  

Resolution

Additional Information

A fix was deployed, GB-4973, which changed the behavior when acting as a user in Guided Buying. Users will now see the "You are not authorized to buy. Contact your administrator." message while they are acting as another user in Guided Buying to create a requisition. This behavior was implemented so the Guided Buying application would behave the same way as the Ariba Buying production application where a user is not allowed to create a transactional document while acting as another user. 

Please also note, the behavior change in Guided Buying only occurs when users login directly and then Act as another user to go to Guided Buying.  The On Behalf Of functionality is not affected. Users can login to Guided Buying and then request to buy on behalf of other user.  We would suggest to use the Request on behalf of functionality to create requests for other users in Guided Buying.
