Workflow issue post Edit Published BID using custom program

Dear Friends ,

I am updating published RFx using BBP_PD_BID_UPDATE , while updating i am getting

Error Cannot get process info; function BBP_PDH_WFL_APPROVAL_SIMULATE throws exception Workflow Not Found PDO Layer error he status of RFX post edit and re publish and status is awaiting approval without any approval...

Can you please help in this.
