Workers mark the activity as complete without actually uploading the required documents.

can we use DocuSign integration here so that once the document is signed it should mark the activity as completed - is this possible, what is the best practice for this kind of data collection

Yes. You can use a DocuSign activity item. Please see eSignature with DocuSign | SAP Help Portal for details on DocuSign. However, a new feature planned for the November release will allow you to add a "Reviewer" to ensure the activity item is completed satisfactorily before setting it as complete.
