Hi,
Read [cFolder PGP|http://help.sap.com/saphelp_ppm50/helpdata/en/a1/8969f10a3f29469e660a7ddb65d5dd/frameset.htm] here,
My guess is the file to be stored into the cFolder must be conforming to the security standard first.
