WF notification format

Hi experts,

I customize the WF notification process, so the SC's creators get email after the approver approve the SC.

Part of the SC's creators get the email with RAW format and part with HTM format.

It occurs even the creators are in the same department with the same manager and the same items in the SC.

Please, try to give some advises...
