Technical RFx button not working

We upgraded to SRM 7 EHP3 SP level 11 from SRM 700 and using portal.

I have configured 2 envelope Rfx along with Cfolders however , when I click on 'Technical RFx' , I get a blank page and

the title bar at the top actually shows 'Tech Responses'. Please check the attached screenshots.

We tried implementing note 2231199 without a resolution.
