SUS portal having the error "An Exception while processing the request "

Hello All,

we are using only SUS portal , when we are trying to create the vendor contact person we are getting an error An Exception occurred while processing the request

now when we tried to look into the log we find it as connection refused

we have followed the instruction as per the note 1593532 and also changed the parameter service/protectedwebmethods to default

could anyone help me to resolve the issue
