Dear Experts,
We have a client with SRM 3.5 and want to upgrade to SRM 7.0. There are differing viewpoints between a fresh re-install and following the SAP supported upgrade path of 3.x to 5.x then to 7.0.
Has anyone performed an comparitive assessment of which one is the better option between the re-install and upgrade? Do you have any discussion/reference material you can share on this? I need to answer the following questions:
1. Ease of execution between the 2
2. Hardware considerations
3. Impact on transactional history

Please see few major points to be considered for SRM 7.0.
1. SRM 7.0 is presented via the Portal where as SRM 3.5 uses ITS.
2. Service Orientated Architecture (SOA) is used as the technology framework to access ERP data in SRM 7.0
3. Unified workflow and business framework have been introduced in SRM 7.0
4. POWL - Personal Object Work List has been introducted in SRM 7.0
5. Service procurement requires both Enhancement Pack 4 (EHP4) and PI allowing SRM to refer directly to the data on ERP 6.
6. MDM is must in SRM 7.0 for catalogues.
Considering all these above points even if you plan to go for Upgrade route, you will land up implementing all these new features. Moreover time required for upgrade might also be nearly same as implementation because of architectural differences.
So I would suggest to go for fresh new implemantation to avoid issues faced due to system architect differences and to achieve clean, better system keeping in mind stability of the system in long term.
