Please help me guys as I want to know the solution and the proper steps to resolve it.

Please check the following Knowledge Base Article:
2300120 - How to process shopping carts that were not transferred?
Run the report: BBP_SC_AUTO_RETRANSFER for the Shopping cart and check the RZ20 Log---> SAP Enterprise Buyer Monitors --> Shopping Cart
This Log will display the errors during transfer which can give you further detail on why the carts are stuck in transfer.

Dear Sawan,
please check the transaction SM12 to see the Lock entries of the given user.
See if you can delete an inconsistent lock entry from the List.
Then run the Report: BBP_SC_AUTO_RETRANSFER for this shopping cart.
