sap ariba vs sap srm

HI,

If a client's requirement can be fulfilled by sap ariba, but due to security reasons it does not want to move on cloud, is there any way around? is there any possibility for on-premise or private cloud, if not then can srm has all the same functionalities as ariba, what would be the replacement by supplier buyer community in srm ?

You can have an on-premise cloud. Reach out to your desired provider and ask for a proof of concept. Note: make sure you set expectations with them before.
