SAP Ariba suppliers validation policies

Hello Community,
I am looking to create validation policies in order to block users and stop them from creating ad-hoc requests while at the same time allowing the users to use the same vendor with punch-out catalogs.
While doing this right now I end up blocking the vendor completely, even for catalogues and punch-out.
I am looking for help in set up of my policy.
