Hi All,
When we define object in backend system, SC create PO if item data is complete otherwise PR. Here my question is that, what is the role of purchaser/buyer in this scenario?
Do buyer exist in such case, as we have maintained the setting if data is incomplete than it will create PO otherwise PR. Is this setting is limited to classic scenario?
Request clarification before answering.

A Buyer will add supplier and Check price. All the data should be completed in SC in order for a PO to get create in ECC.

Yes your understanding is correct as per the Classic scenario is concerned.
There is one more customization setting in classic scenario SPRO--> SRM-->Cross-Application Basic Settings-->Define Objects in Backend System. Here you can select which document should get create in backend always as per your requirement.

Yes, this setting is limited to classic scenario.
Since in extended classic scenario we do not have PR or reservations,such setting is not relevant.
