HI Harsh,
As far as my understanding, there is no standard way/configuration to achieve it but there is a standard way to create Auction from a particular RFx. In the Toolbar of RFx, under Action Button you will find the option to "Create Auction from RFx".
If you want to achieve, creation of RFx from Auction business case then you need to build a custom solution. Probably you can write a toolbar script at Auction class and write the logic of creation of new RFx.

As long as an RFx is in a "Closed" status, you should be able to use standard functionality to create an Auction from the RFx. You can also update the RFx with the Auction results by selecting this flag directly in the Wizard when you create the Auction.
Two important points to note:
1. There's really no way to create Packaged Line Items in an Auction that is created from an RFx. If you want to use Packaged Line Items, you need to create the Auction "from scratch".
2. If you choose to update the RFx from an Auction, the existing Line Item pricing on the RFx will be overwritten by the Auction pricing.
