Request User ID in SRM start page

When go to SRM login page, once we click on "Request User ID", it calls the transaction 'BBPAT03'.

We are with SRM 5.0 classic scenario and also distributes users via HR instead of using this transaction.

So, currently when we click this "Request User ID", it is directing to our intranet page wherein we can submit the form for getting the SAP user ID.

Where this has been defined ? I mean this URL of intranet page ?
