Register button in a RFX ??

Hi Gurus

we are working on SRM 7,

What is the significance of the 'Register' button in the Rfx for the Vendor , ( bidder can not create response without clicking on register).

for some bids it is coming and for others it is not coming at all ( directly bidder can create response).

Can anyone please clarify where we can control this ? ( in configuration) ?

As per your requirement we don't want this button at all.

please suggest.
