we get the message "No active process levels found"
So far I don't know how to reproduce. There's a note
1735573, but we're on SRM 7.02 already.

You need to be checking your workflow config in Cross application basic settings>> Business workflow >> define process level in SPRO path
And see which one is active for the document type for which you are getting an error . This comes when the system cannot determine which workflow is to be used
I am assuming you have Process controlled workflow active?
