Can you run the FM bbp_pd_po_transfer_exec by giving the PO GUID and debug to check if you are able to find any error. (This is to simulate the PO transfer from SRM to ECC system)
If that does not work, you might also put an EXTERNAL break point int he FM BBP_PD_MSG_ADD as it stops for all the errors in SRM which might help you in identifying the rot cause for the problem you are facing.

For this issue I have reviewed the PO and all line item details and can see no issue with master data/vendor that would cause this.
