Preferred Supplier Levels

When setting a qualified supplier to 'preferred' for a given commodity, the supplier is then presented in Guided Buying as preferred. But what is the purpose of the levels or tiers? I was expecting this to affect how the suppliers are presented i.e. level 1 suppliers before level 2 but this does not seem to be the case.

The primary function of preferred supplier levels in guided buying is to use them in your policies to narrow down the pool of available suppliers (supplier selection policies) or to drive certain purchasing behaviors (validation policies).
