We have a issue where most of the payment block notifications are triggered to a user who is not the requester or buyer of the purchase order because of which he is receiving 20 to 40 email notifications every day. This issue is seen both for price block and quantity blocks, but not for all purchase orders.
In a normal scenario, price block notifications are triggered to buyer of the purchase order and quantity block notifications are triggered to requestor of the purchase order.
We have checked with the technical team and it is seen in the workflow that the email ids are getting assigned correctly in the first container but on its assignment to the next container the email id is getting changed and the emails are getting triggered to this new user who is neither the requestor nor the buyer of the purchase order.
Further details: Person receiving emails is not a SRM user. His details are present only in ECC. We have checked the buyer and requestor email ids in SRM and ECC system. This issue is not seen in test system with same details and roles of users.

Request clarification before answering.
I could recommend you to check the logic provided to pick the user ID in workflow.
The issue might be in logic given to pick the user ID and may not be with auth.
To solve this issue try to replicate the scenario in QUA system and debugging the logic to pick the user ID in WF.

Thanks for your reply.
But we have checked the logic provided to pick user ID and it seems to be correct as the same users have received emails correctly sometimes.
I am not able to replicate the issue as everything is working right in the test system.
Please let me know if there are any other options you would like to suggest.
