This is a common use case where customers may have a lot of Open PO's at the time of Cutover which are at different stages like Shipped, invoiced, Paid etc. Has anybody worked on the process of how these Open POs can be migrated from SAP S/4H to Ariba Network? Change order is one process but that route is not acceptable to the customer.
Request clarification before answering.

If this is a new implementation, you should have the SAP shared service team assigned to your project.
They will give a proper assessment because every project/customer has its own priorities, business requirements, and limitations for Open PO migration; also, integrated suppliers need to be taken into account.
It is a super complex scenario that we cannot provide proper guidance with a simple answer in the SAP community.

There is something called "Legacy orders", you can use the ConnectSupport.Ariba.com to find more details about it.
This flag should be added as extrinsic and it would not trigger any B2B message for integrated suppliers.
