no email after RFx published

Hi experts,

I create a new RFx type and meet a strange problems: when RFx is published, there is no email sent out, while other RFx types is OK.

I check the SPPFP, and find nothing, so I wonder it's caused by some error about the new RFx type.

Could anyone provide me some advise to check?
