As per my experience, delay is caused due to Low Internet speed.
You can test this in Quality system. Is the users and your internet service provider same or you both sit at different locations.
If at different locations please test attachment in other location than users.
This problem is caused when the network load is not properly shared.

Thanks for your updates but I am providing what exactly the user is looking for
This is just to get a specific limitation on size, and file
type perhaps, of what SRM can handle. We had a couple of other issues with SCs
and uploads of attachments, but eventually both SCs got the attachments
uploaded after some time. I think it was the users getting impatient with the
time it took the system.
One SC had over 100 line items and the other had an
attachment of over 6 MB. Again, both attachments got on the SCs after some
loading time, but we just wanted to see if you knew of any limitations SRM had
with attachments.

As per the standard configuration, there is no limit for the file size. It just checks if the file size is greater than 0 bytes or not. It doesnot check for neither the file extension nor the number of attachments as well.
You can observe the validations of file attachments in the webdynpro component /SAPSRM/WDC_DODC_NA and view information V_DODC_ADDATTACHMENT and method ONACTIONON_SAVE

Please go through this configuration for attachment transfer from SRM to ERP -

2. While configuring DC20 in ERP there you can see the type which are allowed to transfer from SRM to EBP
3. As per my experience size has no limit. i have attached various files type with max of 15MB.
I dont think so a Purchaser will require to sent a file of such big size as it would be used for either Quotations, pictures, data etc.
