Once the Items on the PO are deleted, shopping cart in questions becomes available in sourcing to reject, which should release the budget. One should avoid deleting approved shopping carts, especially since a follow-on document has been created. Check FM table FMIOI for both Shopping cart & PO reference document # to ensure budget is released. Good Luck!
