is it possible to deactivate central procurement hub function (in demo) instance because we SUSPECT this function is disabling the PR ability to link individual contracts (central contract is not suitable for client)

You need to delete this line in order to de-activate.

Yes you can de-activate the central hub, to do so you need to goto SPRO-IMG-Purchasing-Central Procurement - Settings in Hub System-Activate SAP S/4HANA Procurement Hub and Scenarios.

make sure you're only de-activating/removing entry from your area.
