Is Central Purchase Contract Hierarchy feature available for S/4 HANA 2020 on Premise solution ?

For some reasons I am not getting "CreateContractHierarchy" option (snapshot below) in my system . We see "create" option instead and when we proceed ahead with create option ,We are able to create CP Central contract Hierarchy but not no subordinate contract is getting created .

Appreciate any help on this
