Yes correct.
If a customer has purchased 'invoice conversion service' there is a possibility to configure quick enablement for suppliers who have only paper invoices that are converted and go through Ariba Network.
Such quick enablement requires threshold to be set (in order to trigger the enablement email) and it requires valid email address of the supplier.
This functionality in DSN is not used as customer do not get ICS solution next to DSN.
If a customer does have the ICS module...
Usually customer tends to manage manually and skip ICS quick enablement...
so customer is increasing thresholds to maximum to have this never trigger.
