How to raised the OSS notes TO SAP , For that , step to be taken and is should be authorized partner of SAP to raised OSS, or Non-CERTIFIED can also raised OSS?
First you need an S-User. For every SAP-Installation there is at least 1 S-User.

You wanted to raise a request for your implemented SAP system, or need an enhancement for existing system.
Yes it will required S-User id, which you will get after certification, if you are a customer you also have S-user id to raise a OSS note,
DearJuergan OSS note is completely different from KBA Note.
To implement KBA note there is transaction code in SAP- SNOTE.
Non-Certified or those who dont have s-user id cannot raise oss note in SAP Support Portal.
