Heading - P group responsibility orgs

Hi

In the Purchasing group responsibility tab we are maintaining the individual org units .Instead of maintaining individual org units under Purchasing group responsibility tab ,can we maintain Root organization under responsibility tab?

Is it advisable ? What will be the negative impact ?.
