Get next approver for advance claim

I have issue for triggering workflow I have custom table their are multiple level value ex. Pernr 195 LVL 1 and pernr 193 LVL 1 same label

I use standard workflow Ws18900023 and implementated badi is hrpbsin next approver

In badi parameter is efd_paren

My problem when request raised its goes to level 1 both pernr but

I am not able to pass multiple pernr at a time how is the process to pass request to multiple pernr .
