Is it a possibility to exempt emergency and urgent purchase orders requests from active approvals in SAP S4 HANA?

Yes, You can have separate document type(ZENB) for emergency and urgent purchase and do not keep this document type values in your PO release parameters values in your PO release strategies.
Example-
Release to triggers: PO document type NB, UB,ZNB,YNB and all other needed doc. types
Release NOT to triggers: PO document type ZENB
