Error: We couldn’t publish the event

Hi Team

We are getting the above error telling us we need to add content. 

The issue seems to be that we have not added any items. 

This was fully tested in our test environment prior to moving to production after the 2408 release. 

We do not use the item tab but have documentation added to the question section that supplier complete and return. this is how we have always used it. 

Is this a new setting we can disable?
