Could someone explain the reason behind the current Ariba system behavior as documented in https://connectsupport.ariba.com/sites#item-view&/KB0393190.
What is the logic behind not allowing end-users to change/edit Suppliers in a Published CW which has Contract Terms ?

Request clarification before answering.
I think that's a technical design question for Ariba, but my guess is that the Contract Terms file is used as purchasing master data that can be referenced by PO's, Invoices, and other transactional documents so changing the underlying vendor might break some document references.
Not sure what the use case would be for this. The users that can Amend a CW would already be an advanced user (e.g. Contracts Managers) so they have the access themselves to create new CW's. These users wanting to shortcut this would be a process/training issue.
Maybe the requirement is flexibility and there needs to be a one-time use CW that you can swap the supplier out just for Contract invoicing (like a one-time vendor in SAP), but that's questionable from a governance perspective.
Another possibility is that the initial contract was for the wrong vendor or maybe there was a significant change in the supplier's structure/ownership. In these cases you'd want to create a new CW probably anyways because it would likely involve a new vendor record (ie, the vendor changes their tax ID).
