easy purchase ordering and easy picking for a BOM

we have the following issue.

we have a BOM with a lot of purchasing parts. Only purchasing parts. the engineering designed it together in one assembly. the purchaser want to order only the BOM-Header or one position or an other easy way. but the manufacturing and the warehouse management needs the individual items. One of my ideas is: Is there a possibility the have a constraint to bring all these parts in one order? Maybe in an orderbook or so. or another idea: can i split the order over the BOM and get individual material stocks, when there is no reservation for the individual parts to pick them.

I know there is a solution!
