Hello,
We are using SRM 7.0. We recently moved from one client to another and find that the e-mails to the approver/buyer to approve shopping carts are not appearing in transaction SOST in the new client. We have program /SAPSRM/OFFLINEAPPROVALSEND running every two minutes as a batch job. Could someone please suggest what might be the possible issue?

Did you check the following:
1. Job variant for /sapsrm/offlineapprovalsend is correct?
2. SU01 settings for the approvers set to email + emailaddress maintained?
3. In the org. model, is the attribute FORWARD_WI set?
4. Is SCOT configured correctly?

Have you checked your RFC WFL configuration at SWU3?
Check your SAPCONNECT settings are working well.
Make sure you have all customizing ok as per link :

Do you know if the WF process worked properly? Is the user getting e-mails and it just isn't showing up in SOST? Are other e-mails being sent?
