Hi!

The OCI standard describe the communication standard between the SAP System and the catalog.

With the development of the SAP Systems the OCI standard was enhanced with the new functionalities. This means if your catalog is on OCI 4 it can communicate with a SAP System but the new functionalities (described in OCI5) cannot be used. If this new functionality doesn't used by the SAP System then there is no problem in the communication. But if the SAP System needs something new, the catalog cannot handle it.
OCI3 is a very old version of the OCI standard, I don't even find the documentation of it, so I cannot say the difference between OCI3 and OCI4. But the OCI4 and OCI5 documentation can be find e.g. here: https://wiki.scn.sap.com/wiki/display/SRM/OCI+Documentation

I hope this helps.
