Custom button in SRM PO

HI All

Please could you help me with adding a button in the SRM PO screen

and I am doing the below steps

SAP Supplier Relationship Management -> SRM Server -> Cross-Application Basic Settings -> Extensions and Field Control (Personalization)

+ Define and Assign Actions:

- Define Actions: I've created a new entry with: COMPLETE_1

- Assign Actions: I've created a new entry with :COMPLETE_1 05 BUS2201

+ Control Actions

- Configure Control of Actions on Header Level: I've created a new entry with: COMPLETE_1 DISPLAY BUS2201 0

It doesnt show up in the header PO button toolbar

I have read through the below link but not able to understand the issue

Also not able to understand if I need to do something in the FPM config ? Please advise
