creating shopping card with default tax code based on product commodity

We are on SRM 5.0 (extended classic) and ECC 6.0 using the latest patches and EP4. We need to create shopping carts direct and indirect from purchase req (ERP) transferred over for services, with a default tax code based on product commodity code. It works well for canadian (coountry = CA) currency and vendor but fails to create a cart when using US$. WE have updated the table BBP_DET_TAX_CODE with country = "US" and "international" set for a specific product commodity but error message about unable to find tax code exists. We also tried country = "US" and 'domestic" without success when manually creating the shopping cart.

What am i missing?

how should we be setting up our table BBP_DET_TAX_CODE for defaulting tax codes when creating shopping carts (SRM 5.0 EP4 ) for services when procuring with a currency other than our own (being CA), ie, Euro, US ? can someone provide an example.
