Change Item Type in PO from sourcing cockpit

Hi

Is it possible for a buyer to change the item type from material to limit order or service for example in a PO in the sourcing cockpit?  Our requisitioners don't have access to create limit orders so the buyer will need to convert a material shopping cart / PO to a limit order.  However, in our version of SRM (7.0) the field is greyed out.... any thoughts? Would BBP_CHECK_DOC be the way to control this?
