CCM own scales requirement

Hi, in our company we have to following requirement. here the case:

business volume is 8000 EUR

base scale is from 5000 / 5%

and from 7000 / 10 %

the standards takes the 10 % for the 8000 EUR

we like to manage is follows:

up to the 7000 EUR is should give 5 % and for the rest (8000 whole BV - 7000 = rest) 1000 EUR the 10 %

how to manage that in CCM?
