Yes, for a non-competitive or non-bidding event, revisions can be submitted depending on the Bidding Rules section of the sourcing event set by the Event owner. Competitive events are those that contain a Bid Console such as an auction and during these events a revision can only be made if it is an improvement on the previous bid.
