Business Partner ID is not created while creating organization plan

Hello experts,

I am trying to create organization plan but the partner ID is not created.

- I receive this error message : BBP_UM_UI036 - Determination of connections to object 'BP' of 'O' '50006277' failed* when attempting to run BBP_BP_OM_INTEGRATE

- I have checked the number range for BP .

- HR module is not implemented.

i've checked these similar questions :

but, unfortunately, the problem presists.

I'll be gratefull if someone can give me a hint about this issue.
