BP number not getting created automatically on creating Org Node

In SRM 4.0 I am creating a new Org node. While creating a New Org Node Business Partner number should get automatically created but it is not getting created. I checked the address too, all values are entered correctly. I checked in table T77S0 also the values HRALX/ OBPON and BUPA/ SYNC are set to ON.
Why BP number is not getting generated?

The id with which the Org node was created didn't have the authorization to create BP number in its roles. Got the BP creation authorization role and hence BP number got created.
